THE DIR (ADVISORY COUNCIL). REGULATION,  1960.

A
REGULATION

to provide for the establishment of a Council of Advisors to aid and advise the Ruler of Dir in the exercise of his functions.

            WHEREAS, by the provisions of clause (iv) of sub-section (1)  of section 2 of the Establishment of West Pakistan Act, 1955,   the territories of the State of Dir were, on the fourteenth day of October 1955, incorporated into the Province of West Pakistan;

Preamble.

 

            AND, WHEREAS, in the aforesaid territories form a Special Area within the meaning of clause (1) of Article 218 of the late Constitution as continued by the Laws (Continuance in Force) Order, 1958 [President's Order (Post-Proclamation) No. 1 of 1958];

 

            AND WHEREAS, for the peace and good Government of the aforesaid Special Areas, it is expedient to provide for the establishment of a Council of Advisors to aid and advise the Ruler of Dir in the exercise of his functions;

 

            AND WHEREAS, clause (2) of Article 104 of the late Constitution, continued as aforesaid, provides that the Governor may, with the previous approval of the President, make regulations for the peace and good Government of a Special Areas;


            It is hereby enacted as follows:—

 

 

1.               (1) This Regulation may be called the Dir (Advisory Council) Regulation, 1960.

      (2)   It extends to the territories of the State of Dir described in the Schedule.


      (3)    It  shall come into force at once.

Short title, extent

and commencement.

 

2.         There shall be a Council of Advisors, hereinafter referred to as the Council, to aid and advise the Ruler in the exercise of his functions.

3.         As soon as may be after the commencement of this Regulation the Ruler shall, with the concurrence of the Governor, appoint a person to be his Chief Advisor, who shall be the Chairman of the council.

Chief Advisor and Chairman of Council.

 

4.         The Council shall consist of the Chairman   and twenty members. The members, other than the Chairman, shall be elected in such manner as may be prescribed by rules made under this Regu­lation.

Constitution of Council.

 

5.         Until such time as the Council is constituted, the functions of by the Council shall be performed by the Chief Advisor.

6.         The Provincial Government may make rules to carry out the purposes of this Regulation.

Power to make rules.

 

SCHEDULE.

            The territories of the State of Dir will be as under:—

            In extreme north, the Dir State boundary touches the bound­ary of the Chitral State at Andovir Glacier. From that point it runs south-west along the Chitral State boundary to the south of ShingaraKandao in Sur MakhaiGhar. From there the boundary runs along the Durand Line as far as InkalSar in Hindu Kush range from where it runs south-west along Salarzai country in Bajaur till Khairai. From that point, the boundary runs east till it hits JandulRud South of ToraGandaQala. It then travels along JandulKhawar till it hits the Panjkorariver South of Khazana. From there the boundary runs Southward along the East bank of Panjkera river till it hits the Swat river. From that point, it travels eastward up to the north bank of Swat river till it hits the Swat State boundary. On west , it has a common boundary with the Swat State. In the north-cast, its boundary runs along Kalam boundary till it hits Andovir Glacier on extreme north on the Chitral State boundary.
